If you are willing to part with your rear window defroster, this simple, no splice modification might be for you! But please understand that your fog lamps will be operational even with the ignition [OFF] so please turn your light off when you shut your car off!
Start by pulling the switches (fog lamp, rear defroster, and dimmer) out of the dash panel. You can also remove the lower dash panel (the one the switches are mounted to) but it is not needed. I did remove the lower panel just to make things a bit more easier to see and to give myself more room to work.
Once you have the switches out in the open, remove them from the harness...
The above shows what you see when looking at the plug the fog lamp switch plugs into. You need to remove the RED cap, depress the the retaining clip that holds the large BLUE/bluestripe wire, and remove the wire.
Now do the same for the BLACK/yellowstripe wire in the rear defroster plug.
Your wires should look like this... BLUE/bluestripe removed from the fog lamp plug, and BLACK/yellowstripe removed from the defroster plug.
The rest is quite simple:
Understand? the BLACK/yellowstripe wire from the defroster plug is replacing the BLUE/bluestripe wire from the fog lamp plug. Very simple!
Now just tape the BLUE/bluestripe wire up nicely, replace the red plug cap (remember... the one you removed from the fog lamp plug) and put your dash back together!
